It may have been injured. It flew off, low, and it appeared to be trailing one wing. White feathers visible. It landed in the back garden of one of the houses on the Boulevard that back on to the lake, just at the start of the trail around the lake. It was still there, on the ground, when I passed by, though seeing me, it flew off again. I lost sight of it after that. It was a handsome bird, large head for its overall size and large dark eyes.

hmmm - the only "pigeon-sized" raptors I can think of are merlin or kestrel (the latter is uncommon in the province, but possible). Can you look up photos of each and see if they resemble what you saw?

From a picture of a Merlin sighted in Clarenville and posted on this website, I'd guess that's what it was. It didn't have the coloration of a kestrel.
