More info: it was trotting along beside the synthetic fluid tanks at the end of Quidi Vidi lake, heading roughly west. It stopped and looked at me when I spoke to it.

That would be a red fox (Vulpes vulpes). Red foxes come in different colour "morphs" - sounds like yours is a grey morph.
