washed uyp on beach after high tide, nery long withy main leaf part having ruffled edges and smooth center and formed toward bottom turns into a stem shape with what looks like possible roots at very end

Nice piece of kelp. This type of kelp is locally known by many as flag kelp (Saccharina latissima or possibly Saccharina longicruris). I once worked with someone who referred to this as lasagna noodle kelp.
