I have not seen this plant before. Been here for a lot of years and the walkway has been here for years. first time it has grown here is this year. it spreads out about 2 feet wide. very small leaves. comparison of size can be seen in one pic.

I'm pretty sure that's Euphorbia supine, also known as prostrate spurge.
