Don't know if this is lichen or fungus. It was on the trunk of a dogberry tree. The greenish spot is 2 cm in length. The largest of the black dots are 1 mm in diameter.

Definitely a crustose lichen. Probably a Mycoblastus sanguinarius, or Bloodspot Lichen. If you were to slice one of the apothecia (the black dots, or fruiting bodies)and a blood red ooze occurs, this would confirm a Bloodspot Lichen.
